Unsecured PDF file copies text to clipboard but is garbled?

I can copy the text fine, but when I paste it its garbled up as numbers and symbols. Its English in the pdf file, I don't know, maybe the encoding is different? I just highlight it and paste into notepad and its garbled. Open office writer can't do it either. PDF text extractor doesn't work, and an pdf cracking program says the file is not secured so there is nothing it can do. Any suggestions?
