If an employer is checking my references does it mean I am getting the job?

I had a group interview at DHS (Department of Human Services) two weeks ago. Last week, the DHS manager called one of my references. My reference called me and informed me that he gave me a good reference. Does this mean the agency is going to hire me? Should I be excited or not get my hopes up?
