I have a 97 accord thats wont start without po starting. the battery is brand new. the starter is brand new.?

all electroncs work stong when i attempt to start the radio and some lights on dash go out. i put my jumper pack on it and it made no diffrence at all. i just installed a new battery and starter. i do not think it is the clutch switch because of the power draw when i attempt to turn over. i could be mistaking. so do you think the starter i slocked up? i dont her clicking from the solenoid so i dont know why voltage draw would take place ? its pissin me off and have to pop start it every time
